Packaging Ocean-Themed Cookies with Sugar Sand?

A client would like her ocean-themed royal-icing cookies individually packaged in heat-sealed cello bags along with some "sugar sand" -- a mix of white and light brown sugars that look like sand -- to resemble a beach scene. Has anyone tried this, and did the moisture in the sugars have any effect over time on the cookie's royal icing? I'm concerned that it might make the royal icing go soft, smear, or blotch.
