I wouldn't do it. Instead I would try putting the cookies on a white board and attaching some non-pareils to the board. You can airbrush white non pareils with ivory and it looks like sand. The airbrush color doesn't have to be even. Blotches make it look more real. Not sure if this would work, but assign the stuff to the bag will make a mess on the cookie.
