Starting a Cookie Biz in Wisconsin

Hello everyone!! New to this site. I am a cookie crazed women and enjoy the art of cookies. In the state of Wisconsin we have the strictest of codes regarding the cottage food laws here as far as I know. I am considering opening a business, are there any kitchens to rent? I know my cookies are loved by everyone who tries them, they taste good, are professional looking but, I don't want to just jump in without testing the waters for a while before investing in the whole nine yards. Am I crazy? Are there food kitchens for rent? To try this venture out for a bit before taking the full plunge?
