When I place my cookies in food safe plastic bag after a few hours I get moisture spots (not sure what they are called) in the bag. Any ideas why this is happening?  Attaching picture.

Is your icing completely dry throughout before packing? Are you using hard-crack candy dragees for decorations? Those are two things that quickly come to my mind that could ooze moisture.
