Royal Icing Not Drying All the Way Through

If this has been answered somewhere else, please let me know. I couldn’t find an answer when I searched.

In the last week, I have had 2 sets of cookies that have not dried completely. They look dry and feel dry to the touch but when I go to stack them or write on them with the edible marker they cave and “smoosh”, and it seems as though the icing underneath is still super wet. I can’t figure out what all the sudden is going wrong?! Any help?
