I'm not really sure what you're asking, but, if you're asking if you can copy another design you've seen somewhere else and post it here, the answer is no unless you've gotten permission from the copyright holder/original designer to do so, and you state you got those permissions and credit that person here. This is a site rule based on US copyright law.
If you're asking something else, let me know and I'll try answering again! 
No ma'am. I mean, if someone posts a recipe here on this site, where do I find it and am I allowed to make the cookies from it? Or do people not post recipes here? The question is, "Oh, that looks great, can I make those?"

People post decorating tutorials here more often than recipes, as this is a decorating site. You can find them under the blog under the various tutorial categories (beginner, intermediate, and advanced). And, yes, you are encouraged to try them - that's why we post them here!
