Have you tried calling the Wilton store in Darien, IL? I bet someone there could help. They do an amazing job of documenting their corporate history throughout the adjacent classroom building; I'd be surprised if they didn't have an inventory of all of their old cutters too.

Send me a picture and I’ll post it in my cookie cutter Collector’s Club Facebook page.  Sorry it’s a private Facebook group, but these people have vast knowledge and might be able to identify it.  I also have a friend who knows almost every cutterever made and I can ask her.

What a nice offer. You can just click on the photos in the above attachments and download them directly. On my computer, I just click on them to expand them to full size; then hover over them and hit CTRL-click simultaneously. The following screen then comes up, which allows me to save them to my desktop (under "Save Image As"). Your computer/browser may work differently, but you can download almost any photo off any website too easily these days. I've already downloaded the two images above, so if you give me the email address you want them sent to, I can send them later today or tonight.

Did we ever find the reference image for this cutter? I can only vaguely imagine it as a clown... for a clown, it's sure got some sharp edges where the neck ruffle would be. I, too, would love to see Wilton's demo for this cutter.

If a reference photo isn't here, then no one here has seen it in use. Maybe contacting Wilton is the best bet at this point - we don't have resources on this site to do that kind of legwork, but perhaps an interested member could??
