What would worry me most is not the moisture, but scratches. The RI surface will surely get damaged by the sugar. And the sugar will stick to it. And cover the design. I doubt that a cookie  in a bag with sugar will look nice.

Maybe you can attach them to sand colored card board instead, or include some fondant shells or starfish? Or fill the box with sugar sand?

Actually they look awesome ! I came up with the idea a few years ago and it was extremely well received by the client and their guests

 

You don't happen to have pictures? I would really love to see it!

Because my own experiences with packing cookies with sanding sugar on them are not so great. Part of the sugar always fell off and stuck to other parts of the cookies and it didn't look nice at all (even the bag became scratchy and kind of clouded). But I used white sugar, not brown. Maybe that is the difference?
