2 steps - First a thin layer of icing - dry; then use a thicker version of the same color to dab over all, using a flat tipped brush or a paper towel wrapped around a ball of plastic wrap (to keep the towel from collapsing), which is my preferred method for larger spaces.  I often have to keep dabbing intermittently to get the texture I want.  Once that's done, I use the flat tip brush to clear off spaces for the "layers" of icing, so they will be flat.
