I've sort of resigned myself to the idea that overspray is nearly inevitable. Icing right to the edge of the cookie, covering overspray with icing and being as careful as I can are about the only tips I can offer, none of which are foolproof. You can also sometimes mask off the edge of the cookie by cutting a hole on some parchment and placing it in the cookie (which I did for these) or masking off the stencils.
Basically, I've just learned to live with it
