Wow...it's been a while since I made these Octonauts. I think I pieced a few different cutters to form each of them. For the bear and the cat, I used the circle cutter for the heads, 2 small circles for the ears, and half of a small flower cutter on top of their heads. As for the penguin, I used an oval for the head and also added half of a small flower cutter on his head to make the hats. Hope this helps.
