I am a currently a full time student in Texas and I have recently fallen in love with decorating sugar cookies in my free time. I am interested in beginning to sell but I have no clue where to even get started with the legal side of things. Any advice??

Hi, Elizabeth Brindza, Congrats on making your first post. I look forward to many more to come!
What you need to do depends on where you plan to operate, i.e., in your house, in a rented commercial kitchen space owned by someone else, in your own commercial kitchen space, etc. Texas cottage food law governs much of what you must do when operating from your home. A lot comes up if you just google "Texas cottage food law", but here's what seems to be the primary site: http://texascottagefoodlaw.com Your local Department of Health may have other requirements, so best to contact them and ask too. Best of luck!
This page of that site answers a lot of basic startup questions about home operation (seems it's relatively unregulated in TX, at least compared to MO): http://texascottagefoodlaw.com/FAQ
Here's another site to which I've referred people before. It compares cottage food laws across the US: http://forrager.com/laws/
