Every time I paint a cookie with gold, it either gets divots in it ( not a nice solid surface) or there are brush strokes. I have tried different meringue powder, tried letting it dry longer, etc.

I imagine you're applying too much vodka (wetness) all at once, and it's dissolving the underlying icing. Try applying the paint more gradually with more waiting in between coats.
As far as the brush strokes go, I had the same problem and by chance I decided to take a thick paintbrush (for cookies only, obviously) and basically buff out the streaks once everything had sufficiently dried. It didn't affect the paint coverage either, I think it was just product buildup. They looked perfect after that!
