The option to add tags appears right under a photo after it's uploaded and before you submit it for posting. If you don't tag at that time, you can always tag after posting just by heading over to the blue column to the right of the photo and clicking on the pen ("edit") icon next to the word "Tags". When you block a person, they can no longer invite you to a private message or post to your profile wall. Replies and comments they make will be collapsed/hidden by default. Finally, you'll never receive email notifications about content they create or likes they designate for your content.
