Thanks!  I do cookies for my local SPCA and I love new animal ideas.  Yes I was surprised by small size of the cutter, but now that I have worked with it I think a bigger cutter would have been too much.  It is hard enough to not break the tails, but a bigger cookie would make it even easier to break the tails.

Howdy, Econlady!  You can use a square or an oval cutter to frame your cats and not worry about the tails breaking - Or just Leave the dough between the tails w/o paint.  I think it would look more natural on your cats than the example I attached below.
