As for your question, could you be a little more specific? What do you mean exactly by the "dough does not cut properly"? Can you send some pictures to clarify what you mean? Do you mean the dough misshapes, or that you have rough edges, or something else?
I ask, because all of these things could lead to different answers.
I'm guessing that it doesn't cut completely. You get little edges or extra dough. The next time you cut the dough, before you pull the cutter out, move side to side just a little. A cookie friend taught me that trick. It can also be lousy cutters. When cutters aren't designed by cookie decorators, you don't always get clean cuts.
You might also want to try dipping your cookie cutter into flour before each cut. This will help the dough release from the cutter. You can then gently brush any accumulated flour off the top of the cookie before baking. Good luck!
