This is a standard plug-in and placement for SOCIAL MEDIA sharing, and this particular LIKE feature is for liking on Facebook. It's standard practice on sites and blogs to locate social media sharing features at the bottom of a post. My site hosts tell me that people are most used to finding this sort of stuff here, and so that's where I'll be keeping it for now.
If you want to like a photo ON THE SITE (WITHIN THE SITE), which is what contributes to rankings within the site's Hot Spots, you can do that too. That button is located at the top of the page to the right of every image or item uploaded (in the blue box) and is quite visible. See below.
When you block a person, they can no longer invite you to a private message or post to your profile wall. Replies and comments they make will be collapsed/hidden by default. Finally, you'll never receive email notifications about content they create or likes they designate for your content.
