The dress material was made by printing a pattern on wafer paper then treating the wafer paper with Artgel which is a gelatin mixture. The Artgel was microwaved then the sticky liquid was painted onto both sides of the wafer paper and hung to dry. The fabric like material was then cut and glued onto the iced cookie.
Here is a picture of it drying before I cut it up.

Actually the product I used called Artgel is Italian. I wasn’t thrilled with it but it was a first try. It’s a thick gelatin that gets microwaved and then brushed on the wafer paper. It’s very sticky and takes a while to dry.
I saw something similar homemade on a YouTube video a while back.
I have been wanting to try this product as a substitute of isomalt, but I didn’t try yet. I saw a video where she put the wafer paper in the refrigerator for a couple of minutes after applying the gel on one side. I like that you hanged it to dry like real fabric!!!

I don’t have a big enough refrigerator and it needed to be applied to both sides. Very sticky product.
Before it dried the fabric flowed but the more it dried the less flowing it becomes.
