The answer completely depends on your cookie design and the techniques you're using. For instance, if you want to stencil with royal icing on a topcoat, I'd let the topcoat dry all the way through, ideally overnight. If you just want to pipe a few details on top (which don't require the application of lots of pressure, the way stenciling can), then you can let the icing crust and proceed more quickly.
