I have been having problems with my icing occasionally drying to a weird consistency - when you bite into it, it’s like a dried marshmallow; kind of disintegrates. I guess I could also describe it as dry and powdery . I’m using the same recipe that sometimes turns out fine, what am I doing wrong?  Could it be from overbeating?

When your icing is done it should be stiff.  If it’s not then you need to clean your bowl and all of your utensils with vinegar and dry with a clean cloth.  Any speck of oil will ruin your icing.
